Benefits of membership

The ICCN support a network of 25 expert bodies officially mandated to advise their governments on climate policy. Hosted by independent think tank E3G since 2024, the Secretariat’s aims are to build capacity amongst our members, raise their profile internationally, and improve climate governance by strengthening the network.

Members of ICCN benefit from:

  • In-depth capacity building programmes, including a mentorship scheme for new councils, regular knowledge exchange webinars, and four working groups:
  • Access to an international network of your peers, including a private LinkedIn group for members
  • Exposure to experts from the UN, OECD, IPCC and world-leading research institutions
  • Amplification of your work at high-profile international gatherings like COPs, regional climate weeks, with communications products and via online showcase events
  • A dedicated ICCN point of contact to connect you with relevant resources and opportunities, and regular communications from the Secretariat

Joining the network

The ICCN accepts applications for membership on a rolling basis. Applications are reviewed by the Steering Committee (which meets monthly), which takes final decisions on membership.

The ICCN was founded as a network for national climate councils. In 2025, the decision was taken by the network to open an associate membership category for subnational climate councils. Associate membership status may also be granted to other bodies that nearly – but not fully – meet ICCN’s membership criteria.

Suggested membership contributions are decided on a sliding scale, based on the size of the members’ secretariat and whether they are a full or associate member. Membership contributions for 2025-2026 range from USD $3,000-12,000 per year.

If you are interested in applying for ICCN membership, please get in touch with the Secretariat. Likewise, if you are part of an effort to establish a climate council, or wish to create one, check out our ‘How to Create a Climate Council’ toolkit here and get in touch.
