Governance
The ICCN focuses on both adaptation and mitigation, and is inclusive, transparent and jointly owned by all participants. Participation of Councils is on a voluntary basis.
The main decision-making body for the ICCN is the twice-yearly “Plenary” meeting, which is attended by representatives from all members.
Below this, there is an ICCN “Steering Committee” consisting of representatives from 4-8 Member Councils. The Steering Committee ensures that the ICCN fulfils its aims, including delivery of the annual workplan approved by the plenary.
There are also “Working Groups” which allow Members to collaborate in-depth across the following four themes:
- Adaptation
- Mitigation
- International venues (COPs, UNGA, G7, G20, G77)
- Climate Governance best practice
The ICCN secretariat is hosted by the environmental thinktank E3G. The secretariat lead all aspects of delivery, reporting directly into the Steering Committee and Plenary.
The ICCN provides a forum for:
- Exchanging methods and approaches to advising on and monitoring Government action to address climate change and its impacts.
- Sharing lessons learned from experiences in climate policy making and implementation.
- Exploring and undertaking joint research and analysis in support of common interests, including on related development considerations and outcomes.
- Identifying and promoting shared interests and/or principles on climate governance and the implementation of the Paris Agreement.
- Highlighting the role of Climate Councils in supporting effective climate policy development, including through supporting parties in introducing Climate Councils as part of climate governance frameworks.
