Household choices—including dietary changes, reduced packaging and food waste, and more sustainable travel choices—can have a tremendous impact on GHG emissions. To design policy incentives that unlock the emissions reductions potential of individual and household choices, governments must understand the complex drivers of demand-side mitigation, including behavioural and socio-cultural factors. Crucially, equity and affordability of low-carbon technologies and interventions must be considered, given these are necessary conditions for their widespread adoption and participation (IPCC, 2021).
In this webinar, members heard from the OECD and the UK CCC about their research on household choices, including distributional impacts, and the challenges of conducting this type of analysis, including assumptions about behavioural change and socio-cultural norms. They also learned about methodologies to bolster recommendations to governments on household choices, including a citizen panel commissioned by the UK Climate Change Committee.
